Why was Cesar Millan's dog, Daddy, not neutered?

The reason I am thinking is Redman owned Daddy, Daddy was still Redman the last time I new. I have seen the Cesar Millan's show since I was 20 years old. But something you should know is Daddy was fixed on some of the newer shows. I saw this on some of the last shows that Daddy was in. I think that is when Cesar got Daddy fully. But not sure though.
