Point me in the right direction, Installing a web layout!?

Hey guys, I'm working on learning how to make web page and I was told, by several of you guys, web page layouts would be the best place to start to get a feel for it, my problems is I really don't understand how to install these files, and what type of domain, and web service would I need to host them with, the current free layout i got has a, Images Folder Architecture2.psd, index.html, and a style.css, now i might be asking for a lot here, but everyone started somewhere, your help would be greatly appreciated.
